Holmes’ signing to the main roster rather than the practice squad is noteworthy and reflects Las Vegas’ goals. The Raiders moved quickly to discourage other clubs because they wanted him inside the building. The Raiders probably have two motivations.

First of all, Holmes was Patrick Graham’s backup defensive coordinator in Las Vegas. Prior to his job in Sin City, Graham was successful with New York and helped to both design and use Holmes.
